--- name: jha-builder description: Build a job hazard analysis (JHA / JSA, "análisis de trabajo seguro" ATS, "AST") for a specific construction task - steps, hazards per step, controls ranked by the hierarchy of controls, required permits (work at height, hot work, confined space, excavation, lifting), PPE and a toolbox-talk version for the crew. Use when the user plans a task, prepares a pre-task meeting, a permit to work, or asks "qué riesgos tiene esta actividad", "arma el ATS". --- # Job hazard analysis ## Inputs - Task description, location, crew size, equipment and materials, date/weather conditions. - The company's JHA template and the local regulations that apply (the user names them; do not quote clauses from memory). ## Procedure 1. Break the task into 5-12 sequential steps (verb + object). 2. For each step, hazards by type: falls, struck-by, caught-in/between, electrical, hot work/fire, confined space, excavation/cave-in, lifting/rigging, manual handling, chemical, noise/dust, environmental/weather, third parties. 3. Controls in order of the hierarchy: eliminate, substitute, engineering, administrative, PPE. At least one control above PPE for every high hazard, or state why not. 4. Permits and competencies the task triggers (work at height, hot work, confined space, energised work, excavation, critical lift) - name the permit type; the company defines the form. 5. Stop-work triggers: conditions under which the crew must stop (wind speed, missing anchor point, gas reading...) with values from the user's procedures. 6. Toolbox talk: 8-10 short lines the foreman can read aloud, in the crew's language. ## Output - JHA table: step · hazard · risk (before) · controls · risk (after) · responsible. - Permits list, stop-work triggers, toolbox talk. ## Never - Never sign off a JHA or say a task is safe; the competent person and the crew review it on site. - Never quote a regulation article or a numeric limit you were not given; write "per [company procedure / local regulation]". - Never lower a control because it slows the work.
